Tree format

Currently, two tree formats are supported: csa and custom. Depending on the format, the tree construction and camera creation options differ. In the case of constructing a tree using the csa format:

Get the region
Get the district
Get the settlement
Get the street
Get the building

In the case of constructing a custom tree, camera groups are created using the following requests:
1. Create groups
2. Update groups
3. Delete groups
